Governors from the 14 counties forming the Lake Region Economic Bloc (LREB) have raised a unified voice, calling on the national government to release equitable funds to counties on time to ensure the smooth operation of devolved units. The plea was made during the 12th LREB summit held in Busia County.
Siaya Governor James Orengo expressed alarm over persistent delays in fund disbursement, describing the situation as a significant threat to the success of devolution. “If this trend of late disbursements continues, devolution risks becoming a failed experiment, undermining the very essence of bringing services closer to the people,” he warned.
FCPA Fernandes Barasa, Kakamega Governor and Chair of Finance at the Council of Governors, underscored the urgency of reforming financial processes to enhance efficiency within the Office of the Controller of Budget. He emphasized that these delays hinder the execution of critical projects and service delivery in counties, affecting millions of residents.
The governors reiterated that devolution is central to achieving equitable development and reducing regional disparities. They stressed that consistent financial bottlenecks are not only derailing operations but also demoralizing county administrations tasked with improving infrastructure, healthcare, education, and other essential services.
The LREB summit, hosted by Busia Governor Dr. Paul Otuoma, served as a platform for dialogue on regional collaboration and economic growth. Discussions included strategies to bolster the bloc's collective bargaining power and enhance resource utilization.
As the forum concluded, the governors appealed to the national government to prioritize devolution by addressing systemic financial challenges. They also resolved to push for stronger policies that ensure counties receive their allocations promptly, a move they believe will empower regions to thrive economically and socially.
